Casement Windows for Peterborough: Glazing, Security & Downtown Heritage Permits

A window project near the Otonabee River and downtown core usually starts with a permit question before it reaches a glazing question — here's both, in the order they actually come up.

Peterborough's downtown core, Old West End and East City all sit close enough to the Otonabee River that a lot of the city's character housing was built around the same era — which also means a lot of it is sitting on original or early-replacement glazing that was never a modern sealed unit to begin with. Whether a heritage permit applies, and how much triple-pane glass actually buys you over double, are the two questions worth answering before anything is ordered.

Trust Build installs ENERGY STAR® certified casement windows and has worked with more than 8,700 Ontario homeowners.

Glazing

Double vs. Triple Glazing on Peterborough's Older Housing Stock

A double-pane window seals two panes of glass around one gas-filled gap. A triple-pane unit adds a third pane and a second gas-filled gap, and that second chamber is where most of the performance difference comes from — independent window-performance comparisons generally put a well-built triple-pane unit at roughly 20 to 40% more energy-efficient than an equivalent double-pane unit.

Peterborough sits inland, away from the moderating effect of Lake Ontario, which means winter heating load is a bigger year-round factor here than it is in the lake-adjacent Durham towns. On an older downtown home with original glazing, moving to triple-pane closes most of that performance gap in one step rather than addressing it window by window over several years. Triple-pane units typically run about 10 to 20% more than a comparable double-pane unit and carry a heavier sash, which is worth weighing against how long you plan to stay in the home.

Every triple-pane unit we install pairs two argon-filled chambers with a Low-E coating and a Super Spacer warm-edge spacer, rated ER 42 with a 0.90 U-value on the standard model. For a Peterborough winter specifically, we most often spec Cardinal's Low-E²-272/270, which is built to let more passive solar heat through on south-facing openings — a different priority than the UV-blocking coatings we'd spec on a home with more direct summer sun exposure. More on how the coating and spacer work together is on our warm-edge glass blog post.

Permits

What a Downtown Heritage Designation Actually Changes

The City of Peterborough's own heritage permit guidance is specific on this point: replacing or altering existing windows and doors — or the window and door openings themselves — requires a heritage permit on any property inside a Heritage Conservation District or carrying an individual heritage designation. The City lists Downtown Core, Downtown West and Downtown North among its designated heritage areas.

The City's Heritage Preservation Office reviews these applications before anything else moves forward. Where the project also needs a standard building permit — for a resized opening or structural change — that permit can only be issued once the heritage permit is approved, so the two steps run in sequence, not in parallel. For a specific address, City Hall (500 George St. N., 705-742-7777) is the authoritative source for whether a heritage designation applies; we confirm it before finalizing a quote on any downtown property rather than assuming either way.

Outside the designated heritage areas, a Peterborough window replacement follows the standard municipal permit process — more on that on our building permits page.

Security

A Multi-Point Lock Doesn't Depend on a Single Point Failing

A casement sash hangs on side hinges and closes under a multi-point lock, which drives fasteners into the frame at several points along the sash the moment the handle turns. Force applied at any one of those points doesn't release the sash, because the remaining lock points still hold — a structural difference from a slider, which relies on a single latch and an exterior track that can be levered from outside with comparatively little effort.

On ground-floor openings, we also offer a laminated security glass upgrade built around a PVB interlayer that bonds the panes together, rated for 90% forced-entry protection. It fits inside either the double- or triple-pane unit described above, so choosing it doesn't mean giving up the glazing package you've already settled on.

What This Means for Your Peterborough Property

Downtown and the streets closest to the Otonabee River carry the oldest housing stock in the city, which is also where brick-to-brick, full-frame replacement comes up most often — the opening itself has usually shifted enough over the decades that fitting a new sash into the old frame isn't the better option. Further out, in East City and Kawartha Heights, construction is generally newer and sounder, so retrofit installation within the existing frame is the more common fit. The window specification doesn't change between the two — only the installation method and, downtown, the permit sequence.

FAQ

Casement Windows in Peterborough — FAQ

It can. The City of Peterborough requires a heritage permit for the replacement of, or alterations to, existing windows and doors — and to the window and door openings themselves — on any property inside a Heritage Conservation District or carrying an individual heritage designation. The City's Heritage Preservation Office reviews these applications, and where a building permit is also needed for structural changes, it can only be issued after the heritage permit is approved, not alongside it.
The City lists Downtown Core, Downtown West and Downtown North among its designated heritage areas, each with its own guidelines, plus individually designated properties outside those boundaries. The City's Heritage Preservation Office — reachable through City Hall at 705-742-7777 — is the authoritative source for a specific address; we work from whatever designation they confirm rather than guessing from a property's age alone.
On most of the older stock near downtown, yes. Triple-pane adds a third pane and a second argon-filled chamber over double-pane, which independent window-performance comparisons generally put at roughly 20 to 40% more energy-efficient, for a typical 10 to 20% higher upfront cost. That gap is wider than average on a lot of downtown Peterborough's older housing, where the original or early-replacement glazing usually predates a modern sealed unit entirely.
The window and the glazing package don't change — what changes is the method. Downtown homes closer to the Otonabee River more often need brick-to-brick, full-frame replacement because the original opening has settled or shifted with age. East City and Kawartha Heights sit on generally newer, sounder framing, so retrofit installation — working within the existing frame — is usually the faster option there.
It tends to do better. A casement sash closes under a multi-point lock that drives fasteners into the frame at several points along the sash when the handle turns, so forcing one point doesn't release the window — unlike a slider, which depends on a single latch and an exterior track that can be levered from outside.
