Whitby is the only municipality in this part of Durham Region with two separate Heritage Conservation Districts on the books — Brooklin and Werden's Plan. If your home sits in either one, that fact shapes how a window replacement gets approved, whether or not your property is individually heritage-designated.

Two Districts, One Town

The Brooklin Heritage Conservation District covers 169 properties in the historic village core. The Werden's Plan Neighbourhood Heritage Conservation District covers 250 properties in Downtown Whitby. Between them, several hundred Whitby homes sit under heritage review.

The practical rule is simple: a property inside either district needs a Heritage Permit from the Town before exterior alterations — and a street-facing window replacement counts as one. The work is reviewed against that district's own Heritage Conservation District Plan, not just the Ontario Building Code, so the heritage review runs alongside the ordinary building permit process.

One point homeowners miss: Brooklin and Werden's Plan are two different plans with two different sets of guidelines. What was approved for a neighbour in one district doesn't automatically apply to your home in the other. Before ordering windows, confirm the district boundaries and permit requirements with Whitby's Heritage division at heritage@whitby.ca — Trust Build can advise on window specification, but the Town makes the heritage determination.

The good news is that most Whitby homes — Pringle Creek, Williamsburg, Rolling Acres, and the newer subdivisions well outside either historic core — fall outside both districts entirely. For those homes there is no heritage-permit step at all: a like-for-like window replacement just needs to meet standard building code requirements.

What Actually Stops a Break-In at a Casement Window

Most forced entries through a window succeed at a single weak point — one latch, one spot where a pry bar gets leverage, and the whole sash gives. A casement's multi-point lock closes that weak point by design: one handle turn engages the sash at several points along the frame simultaneously, so prying one corner doesn't spring the rest of the window.

That's a genuine local-climate detail — hardware that stiffens in a January cold snap can leave lock points only partially engaged, which is both an operating problem and a security one.

It's rated for 90% forced-entry protection — plainly put, the glass can crack under impact but stays bonded in the frame rather than breaking away and opening a hole an intruder can climb through. In Werden's Plan and Brooklin specifically, many original openings still carry older single-pane sashes that predate any energy code. Replacing them is usually a security jump and an efficiency jump at the same time, not a trade-off: our standard triple-pane glass unit combines two argon-filled chambers, a Low-E coating, a Super Spacer warm-edge spacer, and Cardinal Glass units, rated ER 42 with a 0.90 U-value.
